Stag Brewery: Secondary School

There is still no official announcement on the future of the land at the Stag Brewery site.

To recap Richmond Council has for some years argued that a 1200 pupil secondary school was necessary for local educational needs. Central Government funding was allocated in 2016 and Livingstone Academy was expected to provide the school. Richmond Council gave planning permission in the face of substantial local opposition.

As part of an appeal against plans for the whole site in May 2025 the Planning Inspector approved the applications for both the residential and education plans.

But that was not the end of the story. Central Government still had to confirm that the funding remained available. That matter has been sitting on a desk somewhere in the Department for Education since November 2024.

Richmond Council made it abundantly clear during the hearing of the Planning Inquiry that the school could not go ahead without central funding.

It is now rumoured that the Government is ‘not minded’ to approve the funding. That has seemed probable since the Spending Review in June 2025, but no firm decision has been announced. It is thought that the civil service weasel speak ‘not minded’ has been used to give time for Richmond Council to appeal against the DfE mind.

It is now thought unlikely that the Council will appeal. There seems to have been a gradual acceptance that the school is no longer needed, especially in the light of falling school roles across London.

EastSheenMatters would like to express sincere condolences to Cllr. Margaret Dane, one of our hard-working local councillors.

Her 34 year old son, Patrick, was killed in a car crash the day after Boxing Day. Three cars were involved in the incident and Patrick was a passenger in one of them. Other members of the family were also involved and remain in hospital.

The family has released a moving tribute to him, See https://www.bbc.co.uk/news/articles/cly9ew509nvo.amp

Margaret will be on leave from her Richmond Council work until further notice.

Speeding?

The post below was uploaded on EastSheenMatters on 15 November 2025. Nothing has changed to make 20 mph in some areas an infuriating and potentially dangerous restriction. Even when driving with the best of intentions to stick to the limit, it is easy to slip into the penalty zone. And in order to ensure that you do not slip from say 18 mph to 24 mph ,you may be distracted from paying attention to other aspects of driving your car. And then there are other drivers!

You might want to consider upplying the speed limiter on your car to 20 or 21, if one is available. New cars sold since 7 July 2024 must have it fitted, so they are a relatively recent innovation and one with which you may not be familiar. Note you will not easily be able to add three mph to get past that orange light! But for peace of mind you might find it useful.

Richmond Council Community Heroes Awards

Richmond Council has opened nominations for the 2025-26 Community Heroes Awards, inviting residents to shine a spotlight on the inspirational individuals, groups and businesses who volunteer their time to support others and strengthen the local community.

Councillor Nancy Baldwin, spokesperson for communities, equalities and the voluntary sector, said the annual awards, now in their eighth year, recognise people who go above and beyond for Richmond – “often quietly, without recognition, and always with generosity and commitment”.

Every winner is nominated by residents, ensuring the awards truly reflect the communities they serve.

“Whether it’s a neighbour, a volunteer, a community group or a local business, we all know someone who makes a difference. These awards are our chance to say thank you – and to make sure those efforts don’t go unnoticed.”

The award categories are:

  • Business Contribution in the Community
  • Community Group of the Year
  • Community Project of the Year
  • Community Spirit Award
  • Environmental Award
  • Outstanding Volunteer

  • Lifetime Achievement

Waitrose Yellow Box: East Sheen

On 18 December 2025 EastSheenMatters drew attention to the potential problems caused by the Yellow Box on the Upper Richmond Road outside Waitrose Car Park.

Some subscribers have suggested that the Highway Code only intends to catch number 2 below. So some further thinking.

Rule 174 states:

“You MUST NOT enter the box until your exit road or lane is clear.

However, you may enter the box and wait when you want to turn right, and are only stopped from doing so by oncoming traffic, or by other vehicles waiting to turn right.”

Reconsider how many ways there are to get caught by the camera highup at the western end of Waitrose East Sheen.

  1. Exiting Waitrose Car Park to go West
  2. Exiting Waitrose Car Park to go East
  3. Entering Waitrose Car Park
  4. Driving West to East on the Upper Richmond Road

Take 1, What if you drive out to go West and a car you have been unable to see speeds from the East and blocks your exit. You’re stuck, straddled across the yellow box.

THEORETICALLY YOU SHOULD BE SAFE. BUT NEITHER OF THE EXCEPTIONS APPLY PRECISELY.

Take 2. Wanting to turn left exiting the car park, you see a space in the inside lane into which you can properly exit. But a car which was in the outside lane nips into the space, you were planning to enter. You can no longer exit. You’re stuck.

YOU MIGHT ARGUE THE CASE BUT ON THE FACE OF IT, YOU ARE STUCK AND STUFFED!

Take 3. You are driving West wanting to enter the car park. The traffic lights to your left are at red so there is plenty of time and space to cross. But out of your sight to the right comes a slow moving buggy, for which being a decent driver you stop, allowing it to pass in front of you. Disaster – you are stationery in the Yellow Box. Your exit was clear but it is no longer.

AGAIN NEITHER OF THE EXCEPTIONS APPLY PRECISELY.

Take 4. You are driving in a slow moving stream of traffic heading east and there is no obvious reason for it to stop so you anticipate that your exit should be clear. If the traffic did not continue its stream, everything would grind to a halt. For whatever reason, bus, lorry, pedestrian, the stream stops and you are caught a foot inside the box. Stuck again.

NO CHANCE!
