Friday morning 6th December 2024 evidence continues with the Inspector hearing from Emily Leslie from the GLA. She noted that the vast majority of the scheme would be market housing (92.5% by habitable room) and would only be affordable to high income households. As such, the scheme would fail to deliver a mixed an inclusive community in line with London Plan objectives. See https://richmond.public-i.tv/core/portal/webcast_interactive/925945
The developers and the Council argue that the level should be what is reasonable given the viability study. They say that on that basis the affordable housing could be zero. No-one appears to suggest it should be more than about 13.3%. Quite how this matches with London and Government policy no-one has really explained.
Later, if Counsel does not take too long in cross examination and engage in meaningless fencing about the developer’s motives in appealing, we should be hearing from Peter Eaton, an architect and Chair of the Mortlake Brewery Community Group.
The timetable for the rest of the hearing should be decided by the end of the day.
It has just been announced that the venue will be back at Clarendon Hall.
