Late Night Refreshment Licence

This application for premises at 160 Upper Richmond Road West looks to be an unusual application for East Sheen. Basically it looks to be for a fast food outlet opening until 3am Monday to Thursday and 4am Friday to Sunday.

The application has already generated a lot of concern locally. As it is a licensing application it will be decided by Wandsworth Council, as part of the tripartite authority for Wandsworth, Richmond and Merton.

Note that representations must be made by 22 October 2025.

    No! Absolutely not. This is a totally unacceptable application. The proposed hours are ludicrous, and the drinking environment it would produce is dangerous. East Sheen does not want drinking brawls or violence from drinking. The littering filth would be even worse than it is now. I am appalled that Wandsworth and Richmond Council would even allow such an application to get to the point of discussion.

    • We probably need to be careful of overstating the opposition. This is not an application for a drinking licence. The local councils cannot prevent an application being made. Our task is to ensure they give due consideration to all the issues.

      The Chicken fast food outlet at the bottom of Richmond Park Road might be thought to be comparable, but there do not seem to be many complaints about them. Though parking on the corner on red lines can cause problems.

      Caprinos is already open until midnight. Has that caused problems?

      The main issues perhaps are the proposed extension of hours until 3am and 4am. Noise in the quiet of the night might sound worse. Can the owners police waste and parking on a Red Route during those hours?

        What do you think a refreshment license is? Soft drinks and fresh juices at midnight, one, two am? The hours in this application cannot be for food only. There would not be enough business.

      • We certainly need to keep an eye on exactly what is involved in this application. The only information we have at the moment is the (difficult to read) notice in Caprinos’ window.

    Ridiculous. It is out of keeping with the area and only likely to attract undesirable people who are unlikely to live in Sheen – mainly motorists I suspect which will cause a lot of unwelcome noise for those living close by.
